In-Home Supportive Service (IHSS)

What is IHSS?

  • Personalized Care: Receive tailored assistance and care in the comfort of your own home.
  • Maintain Independence: Stay in familiar surroundings while getting the support you need.
  • Family Support: IHSS can also support family caregivers, reducing stress and ensuring your loved ones are well cared for.

Examples IHSS may help you with: Eating, Bathing, Dressing, Transferring, Toileting, Walking or moving around

Who is Eligible to Apply?

To qualify for IHSS, individuals must meet ALL of the following criteria:

  • Age: The individual must be 65 years of age or older AND/OR have a disability AND/OR be blind.
  • Functional Impairment: The individual must demonstrate functional impairment that puts them at risk of requiring out-of-home care.
  • IHSS Services Need: The individual must have a clear need for IHSS services in order to safely continue residing at home.
  • Residency: The individual must both reside in the United States AND be a resident of California.
  • Children with permanent disabilities also meet the criteria for IHSS

Mental Health & Medi-Cal Eligibility:

  • For people who are under 65 years old: If they are eligible for no share cost medical, or if they are eligible to receive SSI or SSP (from Social Security), they are eligible to receive IHSS
  • Permanent disability (including mental health): No matter the age, they are eligible for free medical insurance from Social Security (not medical) and In-Home Supportive Services (IHSS)

Income Requirements:

(This varies based on year and the following is based on 2023. Eligibility extends to those with non-shared cost Medi-Cal coverage.)

1 applicant max income: $1,677/month

2 applicants max income: $2,269/month

Becoming an IHSS Provider:


An IHSS provider is someone who offers services to individuals benefiting from the IHSS Program.
